China’s Transnational Repression in Germany

Transnational Repression (TNR) refers to the tactics authoritarian states use to silence dissidents and control diaspora communities abroad. Such practices include surveillance, espionage, intimidation, harassment, and even threats against family members who remain in the country of origin.

In recent years, the People’s Republic of China has become one of the most systematic actors in this field. Its activities range from digital surveillance and intimidation of exiles to the controversial use of “overseas police stations” monitoring diaspora communities. Germany, with its large communities of Chinese, Uyghur, Tibetan, Hong Konger, and Taiwanese dissidents, is increasingly affected. Although incidents of transnational repression in Germany may appear less visible than in the United States or the United Kingdom, evidence suggests a growing pattern of intimidation and interference. Many affected communities have expressed concern that the German state’s response has so far been limited and fragmented.

This panel discussion aims to highlight how China’s transnational repression is experienced in Germany and to examine the mechanisms and actors behind these repressive activities. Furthermore, it will explore the shortcomings of institutions and law enforcement agencies, asking how Germany can strengthen its resilience and better protect vulnerable diaspora communities. The event also seeks to raise public awareness of the scale and impact of China’s transnational repression in Germany. Additionally, it will serve as a platform to present a new study on China’s transnational repression in Germany, which not only examines these practices but also introduces fresh perspectives and actionable ideas shared among experts, policymakers, and diaspora representatives.
